This scope is the initial phase of a four-phase project aimed at fulfilling the Monarch Community Center master plan. Monarch is a residential therapeutic community for adults with serious mental illness located in the Montrose neighborhood of Houston. Phase 1 focuses on renovating an existing housing complex and constructing an attached ground-up building. This new building provides additional housing units, a dining hall, a commercial kitchen and a community store.
